Enum HexLayoutMode
Describes how a rectangular hex region is arranged: as a slanted parallelogram or as an upright staggered rectangle. Used by region builders such as GetRectangularRegion(int, HexLayoutMode, HexOrientation, Span<HexCoord>) to choose which cells make up the region.

Remarks
This is a property of the region (which cells exist), not of the projection. Both modes are drawn with the same true axial layout, so hex adjacency and all axial queries (range, ring, line, spiral) behave identically; only the outline of the populated region differs.

| Staggered | Offset-rectangle region: offset column and row each span a fixed range, converted to axial (odd-r for pointy-top, odd-q for flat-top). Drawn with a hex layout this forms an upright rectangle with the usual half-cell zigzag along its leading and trailing edges. |
