ScyllaModuleShutdownEvent
Published once for each module immediately before its Shutdown() method is invoked by the module manager. Provides a last-chance notification while the module is still in Enabled (or Disabled).
ScyllaModuleStartedEvent
Published once for each module as it transitions into Enabled - that is, immediately after the module manager calls EnableModule() at the end of its start sequence.
